Improve vehicle identification experience (#1889)

- allow multiple identifiers per vehicle to support RFID and MAC across multiple chargers
- move onIdentify action config from loadpoint to vehicle
- add minSoC to action config
- replace onDisconnect with simpler resetOnDisconnect
