Add tariff provider for Octopus Energy ( #5799 )

Adds a rudimentary provider for the British energy supplier, Octopus Energy. Supplying the tariff code and region code is mandatory.
Supports both time-of-use (Agile, Go, etc) and fixed-rate tariffs.
