This is a very old implementation for controlling charging of Porsche Mobile Charger Connect without the ability to stop charging. The EEBUS implementation should be used instead since a long time already.
- Fix and simplify enable logic
- Reject local StartTransaction while disabled in remote mode
- Fix broken transaction hijacking and its test

Update EEBUS library to not actively send read messages if measurement values provide no or an “old” timestamp.
